La différence entre réglementation et régulation

Have enjoyed catching up with Esther Gerlach's excellent 'Regulating Rural Water Supply Services', 2019 for GIZ - where, amongst many other insights she quotes Emmanuelle Delsol: ‘La différence entre réglementation et régulation est la même qu’entre playlist et DJ’.

Love it! I have always used the 'referee in a football match' analogy to help students understand the difference between regulations and regulating .... so this is a fun new way of describing it.

(Someone once came up with 'the streaker' to add to the actors in the football match analogy (teams, crowd, reporters, security, cost of entry etc etc).. it really worked well at the time but sadly I failed to write the explanation down ...
