'Unconventional maintenance'

Tragedy of the bridge disaster in Genoa, and all sympathy to the relatives - note the translation used in the interview with regard to maintenance - 'routine' and 'unconventional'. This interviewee, the Italian Deputy Prime Minister, blaming the operator for failing to do either. Too often, especially in the less prone to catastrophic failure water and sanitation sector, long-term capital maintenance is indeed 'unconventional'. Which is why some of us have been trying to use the terminology of 'operations and minor maintenance' (O&MM rather than the more traditional O&M), necessarily needing to be complemented by longer-term 'capital maintenance' or CapManEx for short (Capital Maintenance Expenditure).
