Love it! I have always used the 'referee in a football match' analogy to help students understand the difference between regulations and regulating .... so this is a fun new way of describing it.
(Someone once came up with 'the streaker' to add to the actors in the football match analogy (teams, crowd, reporters, security, cost of entry etc etc).. it really worked well at the time but sadly I failed to write the explanation down ...
